Mr. Lew Yuk-Lin to Sir Edward Grey.-(Received February 24.)
THE Chinese Minister presents his compliments to His Britannic Majesty's Principal Secretary of State for Foreign Affairs, and has the honour to enclose in translation a copy of a further telegram he has received from the Wai-wu Pu on the subject of the opium negotiations now being held with the British Minister in Peking. The Minister has been instructed to reply to the enclosed telegram after consulting with the Foreign Office on the subject.

Wai-wu Pu to Mr. Lew Yuk-Lin.
Peking, February 22, 1911. WE have further discussed the opium prohibition question with the British Minister in Peking. The British Minister has agreed with us on two new points, namely (1) the shortening of the period, and (2) the immediate total suppression of opium in the provinces, but he does not agree with article 4, namely, that, with the consent of the British Government, the law governing the retail trade in native opium shall apply equally to Indian opium; nor with article 7, namely, that the existing arrangements shall be subject to alteration as future conditions may require.
